Not the first time I have been wrong. You can get that to work with your OEM key. Howell IT is an IT service provider. You just can't take that key and use it on a different system. I have the sticker. I do not have the media, as stated in the original post. They say I have to go back to Dell or whomever mfg'd the system. Unfortunately, that will not work with the OEM license key They say I have to back to Dell. I have done this many times with Windows 7 successfully.

I keep the original disk and licence in a very safe place and simply burn the iso to rewritable media as and when a disk is required.
